Do you mean that you would like to de-activate the billing alert and check whether the alert will be triggered immediately?
No, i mean whether it's possible, from a theoretical perspective, to make monthly usage billing alerts for a customer with the currently available APIs.
Since the current API docs say that the only valid schema is: one_time

In my own testing, once the alert is sent, deactivating and reactivating the alert won't resend the alert again
I'd recommend writing to Support https://support.stripe.com/contact to check if there is private preview or roadmap to send the alerts on the cycle basis
