we’re looking at the Payment Summary → Transaction-level → Fees report to determine the actual card fee applied to a transaction. Our goal is:
If a card fee was applied and the card later turns out to be HSA/FSA, we want to refund the card fee back to the customer.
We’re able to download this report from the Stripe Dashboard, but we want to access it programmatically via APIs.

you can access the IC+ transaction-level "Payments Fees" report by creating a Report Run for the card_payments_fees.transaction_level.2 report
