no that's not something supported by the Payment Element. but if you only want to display existing cards, then that's something you could build yourself without the Payment Element:

retrive the Payment Methods of the customer
then display them in your own UI
when the user selects one of the Payment Methods, then confirm the PaymentIntent with that specific Payment Method
