Right now, this sounds like something that I will capture as feedback for our Billing team about a feature you wish the Customer Portal offered. Since, currently the Customer Portal doesn't offer the ability to start Subscriptions:

Ah ok. The Stripe chat agent seemed to indicate this was possible
Oh gotcha. I do see how that could be a useful feature though, and will be sure to file that feedback for you.
Hhmm, that doesn't sound right to me, but I could be mistaken. I'll poke around at this for a bit as well and let you know if I can get it to behave that way.
I'm also not seeing an option to create a new Subscription, which I do believe to be expected behavior. I'll work on filing feedback to our Billing team now.
