you need to look at the "webhook" tab, and from there you can resend the event.
you need to click on "event deliveries"
well, if your endpoint didn't receive any events, then it's expected that you cannot "resend" them.
can you clarify what you are trying to do exactly?
I updated my subscription successfully
and webhook captured this event
i wanted to resent this event again
but there is no resend option I cannot see

that event was sent to zero webhook endpoint. so yes that event cannot be "resent" since it wasn't "sent" in the first place.

I'm not sure what exactly you want me to elaborate. the event you shared exist, but it was never sent to any of your webhook endpoint. so I don't really understand why/where you want to "resend" it.
if you look at an event that was sent to one of you webhook endpoint, then you will see the "resend" button.
