I doesn't look like we have a way to simulate this exact scenario

Though in theory you should be able to use the advice in the documentation to proactively identify and remove any payment methods from a customer with the TAN is deactivated.
Though my guess is you are looking for a way to test your Webhook logic to ensure it actually works when this happens.
Poking around to be sure there is nothing else i'm missing.
