I do not know what a formal partnership contract is. We just help with api questions in here. I also can't speak to what's supported in different countries. The only thing I can definitively state for you is that Express Connect and Terminal w/ tap to pay is supported.
There may be country restrictions, etc preventing you from doing this but support would know better than us

Thanks for the confirmation. I just want to be 100% sure we are aligned on the Funds Flow, to avoid any misunderstanding.
Our Use Case: We are NOT collecting payments for ourselves (e.g. subscription fees). We are enabling our Users (Merchants) to collect payments from THEIR End-Customers for invoices generated in our app.
The Flow:
Merchant (e.g. a plumber) opens our App on their phone.
Merchant selects an invoice of 100€ due from their Customer.
Merchant taps "Collect with Tap to Pay".
End-Customer taps their card on the Merchant's phone.
Funds: 100€ go to the Merchant's Express Account (minus fees). We (Platform) only take an application_fee.
Question: Can you confirm that Terminal SDK combined with Connect Express supports this specific flow where the mobile device acts as a reader for the Connected Account (the Merchant) and NOT for the Platform account? Basically, can we initialize the Terminal discovery/payment specifying that it is for a connected_account_id?
yes this definitely is supported! from a technical perspective at least - as codename_duchess mentioned we can't speak to the legal / contract side of things here
