ok thank you but I don't understand if the email is sent when the refund is completed/succeeded (so the client has recevied the money) OR is sent when the refund is created (at the beginning of the process)

what does it mean "issued"? Completed (client received the money) or just created (the process is still on going?

I have tried to make a refund from the dashboard (on Stripe) but the email isn't arrived (I'm working on the sandbox)
