My recommendation is to pass it in both that way if you forget to pass it on capture it still counts and if you do multi-capture or partial capture in the future you can still get it
As for the Dashboard: we don't show anything about this there

Is there any way to tell via API that the transaction has the L3 data? Or do we just have to wait until production and see if it qualified for lower fees?

the latter because we also only know async based on response from card networks I think. But you might want to ask our support team about this instead: https://support.stripe.com/contact and they can look at your PaymentIntents and confirm
