payment_intent.payment_failed event will only be sent when the customer attempts to pay, but the issuing bank decline the payment.

If the customer doesn't attempt to pay and just click return button to be redirected tocancel_url, then no -payment_intent.payment_failedevent will not be sent.
the client is redirected through the successUrl but the payment is "in progress" and after a while it fails.
Yes!payment_intent.payment_failedevent will be sent if the payment is initially in "in progress" status, which is then declined by the payment method provider.
