There is no means via the API to create a standard Sandbox as these can only be created via the Dashboard.
The doc's you've provided are for a preview feature, i'd advise reaching out to Support https://support.stripe.com/?contact=true for guidance on this. The documentation would only be available to users, who have this feature enabled on their account.
