Hello, looking in to this. My understanding is that in prod the card issuer will decline this transaction. The second doc you linked to seems to say this but I will double check:

FSA or HSA cards are often limited to certain types of businesses (for example, healthcare providers), so card issuer’s decline any other type of purchase.
I think the test card may just be so that people testing their integrations can see how certain fields will be populated for a successful FSA/HSA purchase.

Of course, and yep I confirmed that it is on the issuer to ensure the card is being used properly.

amazing! So just to confirm, there's nothing I need to do on my side and Stripe will handle this accordingly?

No additional action is required on your side. The card issuing bank will decline ineligible transactions and Stripe will return the decline information like any other card payments.
