You must have Google Wallet properly configured on the device you are using

I was using PaymentRequest before, and it worked even without setting up Google Wallet.

Unfortunately, unless you can share the exact JavaScript code and make the tests in the exact same browser/phone combination, there isn't much I do to help explain

I test the PaymentRequest behavior and express checkout element behavior in Android chrome, I found express checkout element need config google wallet at first. But PaymentRequest doesn't need.

Do you have the exact Javascript that you used for both? Sorry but without specific technical details, I cannot offer much help
