Alright @uneven thistle as far as I can tell this does not seem to be an API issue but potentially something involving an internal account configuration issue. I'm going to send you a link so you can create a Support ticket and then I can get you routed to the right spot internally to get this cleared up. But this is not the type of thing I can help with here.
