your best approach here is the following:
1- use https://docs.stripe.com/billing/subscriptions/pending-updates for downgrading the subscription
2- if the downgrade succeeds then void the previous invoice, this would stop the dunning

so I do understand correctly, that there is no way to void previous invoice automatically if I charge client for new lower price?
So basically I still can use error_if_incomplete and do nothing when I get 402 response, and when I get 200 response I also can void previous invoice
