to reword your question, you're basically asking

if a connected account disconnects / deauthorizes from my Platform, can they null out the Subscription's application_fee_percent on their own via the API?
right?

Yes that's right. For standard connect accounts

And is disconnects/deauthorize the same thing? It seems like two separate flows

they're the same thing really, that the Platform <> connected account connection breaks and the Platform can't do operations on the connected account anymore (with exceptions listed in the doc)

but the answer is "yes"
