As long as you're using the API version that endpoint is pinned to currently, then yes. In version 2022-11-15 of our API and later, the charges array was deprecated and replaced by the latest_charge field which only contains the most recent Charge.

it appears that the latest_charge property contains the ID of the charge. Does this mean I'll need to do another API call to get the charge object to check the disputed property?

Yes, that is correct. Unfortunately you can't leverage expand with webhook events, so you'll have to make a separate request to get the Charge.
