1/ No that info isn't surfaced anywhere in the Dashboard or API other than on the settings page
2/ No you can't customize this. It is only an account level setting
3/ No this is only controlled via the account's Dashboard. No way to control this via the platform.

So I guess the only option is to tell each of our customers how to set this value?

I'm happy to put in a feature request but yes for now the only option is to instruct your users for how to set it.

I know ya'll would rather us use Stripe Tax, but my customers are already begging me to find solutions with fewer fees.

ok, last question: do you know any of the background of that setting? My observation is that newer accounts are set defaulted to the "invoice level", but older accounts have line item? Any way to confirm that?

Yep I'm seeing the same and this makes sense as when the feature was added the old behavior was to round at the line item level but that was leading to overall confusion so then Invoice level was added as the new default but not changed on older accounts so as not to break their current behavior.
