According to our buyer location logic, they're located in Luxembourg. Not Italy
Actually, that's inferred from the customer's shipping address (cus_TKYkO3qB8siT7t) which take precedence over the geo IP
As noted here:
We determine the buyer’s country in the following priority order:
Shipping address country: The two-letter country code, not the full name of the country.
Geocoded country: The country based on the client-side IP address.
And Luxembourg customers aren't supported for Klarna payments today:
Australia, Austria, Belgium, Canada, Czechia, Denmark, Finland, France, Greece, Germany, Ireland, Italy, Netherlands, New Zealand, Norway, Poland, Portugal, Romania, Spain, Sweden, Switzerland, United Kingdom, and the United States
