Yeah I can reproduce, there is no way to force the email collection in PaymentElement sadly.
You'd have to add ExpressCheckoutElement on the page and configure it to collect the email that way

or would express checkout element + payment element would be the combo I need to use?

we are trying to default to wallet payment with the option of credit card or other methods from payment element

I want us to add this, I've asked for a while, but we have no plans to build it sadly
So I recommend using ExpressCheckoutElement in combination with PaymentElement for this
