You can bill a customer immediately for a change with proration_behavior: always_invoice: https://docs.stripe.com/billing/subscriptions/prorations#create-immediate-prorations

It will automatically generate an invoice for the customer, who should have a payment method saved for your subscription
So it should bill them immediately. Though like with every subsequent payment, there's no guarantee that the payment will succeed
