If I create a Stripe Sandbox instance on this account, will I be able to use the data that is currently attached to my Test mode env?
This will not be possible. Sandbox is an independent environment that is separate from the test mode

Ah, so "accessible" just means I can still view it and use it in the old test mode environment?

Yes, that's right! "Test mode" environment will still be accessible, but it is a separate environment from Sandbox
The data in Sandbox and test mode won't be shared

You can remain using test mode, but we highly recommend using Sandbox as it's an isolated environment and you can manage the team access for each Sandbox
