If the client really pushed to use their stripe based US account and wanted to take USD, would Stripe shut it down if it detected the device was located in France?

and a follow up question, does it matter where the device was purchased from, for example with the s700 that is allowed in France and the US, can I use the same device as long as I follow the correct configuration

A sales rep told me a device purchased in the US wouldn't work in France
