yes. I think I'm going off outdated instructions, as they're saying it should be on the top right of the webhooks page, but I can't see it anywhere

We don't really help with the Stripe dashboard here. We focus on assisting developers writing code to interact with the stripe APIs.

But I think this moved to the Developer menu

I think it's also referred to as Event Destinations too
