hmmmm, I'll pass on the feedback that the Dashboard shouldn't limit it to 21 products, but right now I think you're likely going to have the API to set the products you want to limit the coupon to be applied to : https://docs.stripe.com/api/coupons/create#create_coupon-applies_to-products

Yes, I can use the API, but because our feature is not integrated with the API, it is manually set on your platform. Currently, we can bypass this issue, but we still want to talk to you about this problem
