thanks for waiting while I look for the related Stripe Docs.

Currently, server-driven integration does not support offline payments: https://docs.stripe.com/terminal/designing-integration?platform=server-driven&integration-country=US#limitations I realized the Stripe Support page you shared also mentioned this.

Offline payments with Stripe Terminal is only possible with certain readers as well. When you said "network based", I'm assuming it refers to Internet readers?
For internet readers with offline payments, the supported readers are: Stripe Reader S700 and BBPOS WisePOS E
