can this be obtained before purchase or only after?
That depends on your integration. If you use: https://docs.stripe.com/payments/accept-a-payment-deferred where you collect the PaymentMethod before creating the PaymentIntent, then you would have it before. However, if you create the PaymentIntent, and then use the client secret to load the PaymentElement and collect payment method details, that would be after.
