So if im reading that guide correctly, there is no way to update the exisiting products usage meter, a duplicate product has to be created and customers migrated to it?

yes that's correct, a new Price needs to be created which uses the current version of meters

is it possible to migrate users from the dashboard from the current price to the new price? or does it have to be done programatically?

you could do this through the dashboard one-by-one by updating each customer's subscription, but the only way to do this in bulk is to write a script to do so programmatically
