The L2/L3 programs aren't publicly available with Stripe as far as I know.
It's part of the private features and hence, this isn't something we can help with on Discord.
I see you already have a support ticket with the right team and I see they're currently working on it.
I'd recommend waiting for them to respond as my team won't be familiar with all aspects of this private feature
