Per the request ID, the payment intent is created successfully (pi_3S7FEpJrW4qoE0zy0fdik4a2) but the payment method cannot be used for the payment. Because this is a decline from the card issuer, Stripe wouldn't know why the card can't be used for the purchase.

Your customer will have to contact their bank to find out the reason why this card is rejected.
