where are you seeing the "not instant eligible" message?

does not have the tag instant eligible

so I can't withdraw it instantly and have funds ready to spend on card

but if I take a look at your doc https://docs.stripe.com/payouts/instant-payouts-banks this should be eligible

I'd recommend talking to Stripe Support about this.
My team won't know much about the requirements around Instant enabled Treasury accounts unfortunately.
