Hmm I'm not sure if individual business type accounts can have multiple representatives
CHave you tried using Create Person setting relationship: {representative: true} for that account?

When onboarding business type accounts, the flow allows you to enter information for multiple people and specify their relationship
I don't think individual accounts get that option, since its expected to just be the individual
I can't speak to how this impacts Capital as you mentioned, so you might have to keep working with support to have them clarify requirements for your integration
