There hasn't been any change that I'm aware of, however it has always been possible that the issuer can prompt 3DS for a card that was previously set up for 3DS.

If you think there was something that changed at your account-level then you likely want to reach out to our Support team via https://support.stripe.com/contact/login with several examples that you can provide them so that they can take a deeper look at the activity across your account. That's not something we can do here.

Would anyone at Support be able to provide insight about requirements from card issuers? E.g. if Amex changed their 3DS or SCA policies, would support be able to help us better understand those requirements?

Yes, but really those requirements overall haven't changed afaik. The same 3DS requirements related to SCA are still in place. And issuers can still always request 3DS whenever they so desire... more and more are starting to do this due to fraud regardless of whether the card was previously set up with 3DS.
