I know for goods the tax location is actually the shipping address or the customers physical location where the goods are being purchased not the billing address. For services i'm not sure. Our support team would probably be better informed on what location to base the tax calculation off of. They'd be able to give a more definitive answer for this specific question.

This is kinda one of those areas where I can see it's code related but the actually questions more about tax regulations so I want to make sure we get you to the people who can answer that most definitively.
