I don't understand the issue. The screenshot clearly shows the webhooks are configured separately for your account and connected accounts?

The account, acct_1RfkhcRvfHQo6o0V, is not setup as a Connect platform so we discard the connect: true param set on create and create it without: https://dashboard.stripe.com/logs/req_hp9zNyPmG3PUmZ
You need to setup the platform via the Dashboard for the account
