hi there, PaymentIntent will only go into requires_action if it requires additional customer action like 3DS: https://docs.stripe.com/payments/paymentintents/lifecycle
We have 3DS test cards available [0] that will make a PaymentIntent go into requires action when its used

if you wish to test a scenario where the customer authenticate the first time only, you can use 4000002500003155 — its to test for scenario where the customer save their payment method on your website for future payments
