This is something that we receive questions about fairly regularly and my understanding is that it is not (reliably) possible in the API to know if a card is HSA/FSA even if you have BIN access, and that this limitation largely results from the information Stripe gets from card issuers

Are there any Stripe partners to assist here? Or does the data simply not exist to know this in Stripe?

I know of https://www.withflex.com/, with it's not purely in the Stripe world. They store data / transactions / cards / subscriptions separately there
