I just tested with only ExpressCheckoutElement without Payment Element and in the 1st render of the element it doesnt show the Paypal Button

I found the issue

When the form renders on componentDidMount I set -> this.props.elements.update({mode: 'subscription', amount: this.props.amount, setup_future_usage: "off_session"});
