It's likely a dashboard only API.
The best you could to with the public Accounts API is to switch payouts to manual where you can control when the funds are paid out

Can you confirm that for me. The goal is to have full control over paused/enabled payouts and easily be able to turn it off (immediately when creating a new connect account) and turning it back on when needed

The private beta features usually carry certain eligibility criteria
which isn't something my team on discord is familiar with
