The critical difference between the two Payment Intent examples you shared is the type of payment failure:

• evt_3RunwLESJ0XXzhv10OHI4LUv is a 'synthetic' failure as the bank requested auth/3DS – denoted by the last_payment_error[code] property
• evt_3RuqChESJ0XXzhv10k1UGpi1 is an actual decline by the bank, again denoted by last_payment_error[code]

In the former scenario, we don't create Charge objects for those kind of 'failures' so the charges[data] list will be empty
