Hello, can you tell me more about why you expected a decline here? Do you have a radar rule that is supposed to apply? We mostly know about API programming on this server, but from my understanding in prod only the ZIP code is required and banks can still choose to approve transactions where the CVC doesn't match their records.
We do have radar and other ways for you to try to enforce some address requirements, but the bank is the ultimate decider on whether each transaction is approved or denied after we've passed them the data that the cardholder inputs.

I see, so in the case of a completely missing address, the bank issuer can still choose to approve the purchase based on their own rules?
I think I was expecting at least a zip and or anything to approve the purchase from the issuer. I assume since this is a test card, there's probably no bank validation happening.
