Question 1: We always recommend using the latest version of Stripe SDK
Question 2: stripe-react-native is part of the expo SDK, but stripe-terminal-react-native is not (https://docs.expo.dev/versions/latest/sdk/stripe/). So it's not compatible since it's not included in Expo SDK.
