On what site? Is this about your Stripe account, or are you asking about a Link account? (or maybe something else?)
Yes I can't log into my stripe account. I put my email in to receive a confirm notion code to reset my password but never receive an email.

Ah, that's because that is probably related to your Link account, not your Stripe account.

I am being paid through your app from my billing app that I use I never use your app. They forced me to change payment systems using Joist.
I spent over an hour with them trying to figure out what's going on. They deferred me to your website. I have been trying to access my account but can't I need to speak with a fraud agent please assist me with this as I believe I've been hacked

My understanding is that the chatbot there will let you send an email when you explain to it that you can't login, but I'm not certain on that, this is very outside of what my teammates and I are familiar with and can help with in this forum (we specialize in helping developers who are implementing Stripe into their sites/apps, we don't know anything about account troubleshooting, nor would we do that in this public forum)

I've been getting Verification codes from 65161 for some time I finally Googled the number as I didn't know where it was coming from. I believe I am being hacked I can't log into my account as mentioned above to see what's going on. I need your fraud department to help me. How do I protect myself do I need to call my bank. Why are you refusing to connect me to the fraud department to determine what's going on? Your company is handling my money and I feel you need to do your job to protect me from fraud.

I don't refuse, I am connecting you. The way you get connected is to use the link above. There is literally no other way to "connect you".
You're telling me to do something that still not work. I have been messing with this for hours. Do I call my bank? Do you have a manager or someone above you who is able to get a hold of someone to help in this odd situation?
What do you mean it won't work? What happens when you click the I can't sign in option and then request to chat with someone through the Assistant?

You should not need a verification code. You are able to send an email directly through the Assistant modal. It should look like the below and you should input an email address that is under your control that can receive emails

I am presenting to you potential fraud and this is ridiculous you won't connect me to a fraud specialist what the heck. Therefore you are part of the problem.
