No the actual rate / calculation is not provided via the API unless you are using the fx_quotes API as you mentioned.

basically the fee is listed as 0 and i want to know if that's actually true

The FX fee is baked into the conversion if that is what you are asking.

Yeah the FX fee isn't broken out (as far as I know) -- it is combined with the mid-market rate to set the actual FX rate.
