That Event should not fire until after 3DS is completed.
The example Event you provided is a payment_method.attached Event
Can you share the payment_intent.amount_capturable_updated Event ID?

So that Event was generated due to this confirmation request: https://dashboard.stripe.com/test/logs/req_8KctaV50ta7Nyc -- you can see the status in the response of that request is requires_capture, not requires_action
So no 3DS was required there
