You can clone Payment Methods between platform and connected accounts yet. They can't be 'exported' though, no
There's a self-serve copying process for that: https://docs.stripe.com/get-started/data-migrations/pan-copy-self-serve

That's to move data off of Stripe to another processor. You can't facilitate that yourself, you'd need to speak with support – we can't help either
