Okay this is expected. Cross sell quantities cannot be modified. The UI is somewhat confusing but we document this here: https://docs.stripe.com/payments/checkout/cross-sells?payment-ui=stripe-hosted#checkout-flow

Not currently, no.
The only current work-around is to create your own Payment Links or Checkout Sessions. Adjustable quantities for optional items are available that way
