I think that's because amount is too small. The minimum amount is 0.5$ iirc

So that means payments will only be processed normally if the amount exceeds 0.5 USD, correct?

However, in the sandbox environment, we created a subscription order for 0.49 USD (request ID: req_AbOBYSBKDcIjo1), and we were still able to make the payment. So it seems the minimum amount is not 0.5 USD.

what you are describing is expected. the miniimum chargeable amount is $0.50. so if you created a subscription/invoice for a lower amount, we will charge the user $0 (since it's below the minimum). but we add that amount to the customer balance. and when the customer balance goes above the minimumn, then we charge the customer.
