What you're doing doesn't make sense / isn't supported, as far as i know
If looks like the original payment was effectively an account debit from some other connected account to your platform: https://dashboard.stripe.com/test/logs/req_yygk3TPcZXvN8x
You platform account id is the "destination" in this context
You can't using that payment/charge as a source transaction for some other transfer to a connected account

I see. Can I raise this as a feature request? At the moment there doesn't seem to be another way to debit one Connect account to a platform, and then transfer it to another Connect account. Do you know another way that this can be achieved?

No that kind of flow is generally not supported. I think you should contact support with a detailed description of your use case and how this flow works for your business to determine what options might be available: https://support.stripe.com/contact
Without a source transaction, you'd need to have available platform balance to fund a transfer to a connected account.
