the introduction of call to action hides the actual CTA we want users to click, the button that finalizes the payment.
What do you mean by this? Can you show an example?
Any Link UI within payment element should expand payment element and push other content below further down, i wouldn't expect it to obscure anything

sorry - it does not obscure it, but on mobile when it expands it bumps the donate button below the fold making it invisible and introducing potentential confusion to the user who would have already given us this information
